Those conditions had not been established previously.<\/p>\n<p id=\"anchor-9a049d\" class=\"body-graf\">In a statement, Nvidia said the move by President <a href=\"https:\/\/www.nbcnews.com\/politics\/white-house\/trump-host-venezuelan-opposition-leader-mari-corina-machado-white-hous-rcna253636\" target=\"_blank\">Donald Trump<\/a> \u201cstrikes a thoughtful balance that is great for America\u201d and will help the company compete in the global chip market.<\/p>\n<p id=\"anchor-e318b6\" class=\"body-graf\">\u201cThe administration\u2019s critics are unintentionally promoting the interests of foreign competitors on U.S. entity lists \u2014 America should always want its industry to compete for vetted and approved commercial business, supporting real jobs for real Americans,\u201d Nvidia said.<\/p>\n<p id=\"anchor-222dce\" class=\"body-graf\">The Chinese Embassy in Washington did not immediately respond to requests for comment.<\/p>\n<p id=\"anchor-20202e\" class=\"body-graf\">Trump announced last month that he would allow the chip sales in exchange for a 25% fee for the U.S. government. The decision drew fire from China hawks across the U.S. political spectrum over concerns the chips would supercharge Beijing\u2019s military and erode the U.S. advantage in artificial intelligence.<\/p>\n<p id=\"anchor-bf6358\" class=\"body-graf\">Jay Goldberg, an equities analyst with Seaport Research, said the caps on exports appeared to be a compromise that put some restrictions on Nvidia\u2019s China sales but might be difficult to enforce.<\/p>\n<p id=\"anchor-391960\" class=\"body-graf\">\u201cAs we have seen, (Chinese) companies have found ways to get access to those chips, and the U.S. government appears highly transactional in their approach to chip exports,\u201d Goldberg said. \u201cPut another way, this looks like a Band-Aid, a temporary attempt to cover the huge gap among the U.S. government\u2019s export policy makers.\u201d<\/p>\n<p id=\"anchor-fb52e4\" class=\"body-graf\">Chinese technology companies have placed orders for more than 2 million H200 chips that are priced at around $27,000 each, Reuters reported last month, exceeding Nvidia\u2019s inventory of 700,000 of the chips.<\/p>\n<p id=\"anchor-b41397\" class=\"body-graf\">At the Consumer Electronics Show last week in Las Vegas, Nvidia CEO <a href=\"https:\/\/www.nbcnews.com\/business\/business-news\/nvidia-jensen-huang-unveils-generation-ai-gaming-chips-ces-2025-rcna186562\" target=\"_blank\">Jensen Huang<\/a> said the company was ramping up production of H200 chips amid strong demand from both China and the rest of the world that was driving up the price to rent the H200 chips currently sitting in cloud computing data centers.<\/p>\n<p id=\"anchor-bc6543\" class=\"body-graf\">Saif Khan, who served as director of technology and national security on the White House National Security Council under former President Joe Biden, said the rule would substantially increase China\u2019s AI capabilities.<\/p>\n<p id=\"anchor-bbfccb\" class=\"body-graf\">\u201cThe rule would allow about 2 million advanced AI chips like the H200 to China, an amount equal to the compute owned today by a typical U.S. frontier AI company,\u201d Khan said. \u201cThe administration will also face challenges enforcing the rule\u2019s know-your-customer requirements that restrict Chinese cloud providers from supporting nefarious uses.\u201d<\/p>\n<p id=\"anchor-297973\" class=\"body-graf\">Such concerns had prompted the Biden administration to bar sales of advanced AI chips to China.
