The company attributed some of the change to President Donald Trump\u2019s elimination of the $7,500 in EV purchasing incentives enacted by President Joe Biden. The credit officially expired Sept. 30.  <\/p>\n<div id=\"taboolaReadMoreBelow\"><\/div>\n<p id=\"anchor-f67be2\" class=\"body-graf\">\u201cFollowing recent U.S. government policy changes, including the termination of certain consumer tax incentives for EV purchases and the reduction in the stringency of emissions regulations, we expect the adoption rate of EVs to slow,\u201d <a href=\"https:\/\/investor.gm.com\/node\/27881\/html\" target=\"_blank\">GM said in a filing<\/a>.<\/p>\n<p id=\"anchor-48461a\" class=\"body-graf\">Rival<strong> <\/strong>Ford has delayed<strong> <\/strong>plans to build out an EV plant in Tennessee. It <a href=\"https:\/\/www.reuters.com\/business\/autos-transportation\/trumps-crackdown-evs-hits-home-battery-belt-2025-10-10\/\" target=\"_blank\">told Reuters<\/a> last week it would be \u201cnimble in adjusting our product launch timing to meet market needs and customer demand while targeting improved profitability.\u201d<\/p>\n<p id=\"anchor-3398c8\" class=\"body-graf\">Plunging sales at Tesla \u2014 still the U.S. leader in EV sales \u2014 are also contributing to the weakening outlook. Its second-quarter sales dropped almost 13%, and CEO Elon Musk has warned of some \u201crough quarters\u201d ahead for the company.  <\/p>\n<p id=\"anchor-f96b49\" class=\"body-graf\">The changes threaten to leave the United States behind in what many still consider the future of automobiles. In July 2024, EV sales officially overtook sales of conventional autos in China. There and in nearby countries, the cost of an electric vehicle has been falling more rapidly than in the United States, thanks largely to increased competition from the Chinese manufacturers that now <a href=\"https:\/\/www.nbcnews.com\/business\/autos\/chinas-ev-industry-spending-factories-abroad-home-first-time-rcna225651\" target=\"_blank\">dominate the global EV market<\/a>. However, other Western countries are also rethinking previous EV commitments, including Canada and the United Kingdom, both of which have signaled relaxing electrification targets, partly in response to new pressures sparked by Trump\u2019s trade war. <\/p>\n<p id=\"anchor-d80eb6\" class=\"body-graf\">The retreats are a turnabout from the heady ambitions for EVs that U.S. automakers signaled less than a decade ago. The highest-profile push came from General Motors CEO Mary Barra, who committed the storied automaker to a \u201czero emissions\u201d future in 2017.<\/p>\n<p id=\"anchor-abd7b2\" class=\"body-graf\">\u201cNo more gas. No more diesel. No more carbon emissions,\u201d <a href=\"https:\/\/www.linkedin.com\/pulse\/zero-crashes-emissions-congestion-mary-barra\/\" target=\"_blank\">she wrote<\/a> at the time. <\/p>\n<p id=\"anchor-00fd19\" class=\"body-graf\">But a series of challenges \u2014 cost concerns, sluggish adoption and the reversal in support in Washington \u2014 has left the U.S. auto industry with greater uncertainty about its EV future.      <\/p>\n<p id=\"anchor-2e2bb5\" class=\"body-graf\">\u201cPenetration has stalled,\u201d said David Whiston, a senior analyst at Morningstar investment research company who covers autos.<\/p>\n<p id=\"anchor-234ed9\" class=\"body-graf\">In a statement, a GM spokesman said the filing this week noting the loss was in response to the company&#8217;s having to adjust the valuation of EV assets that have proven underutilized or not used at all, per accounting rules. <\/p>\n<p id=\"anchor-ec4697\" class=\"body-graf\">&#8220;Demand has grown more slowly than expected, and that\u2019s likely to continue given the elimination of consumer incentives and regulatory changes,&#8221; said James Cain, executive director for finance and sales communications at GM.<\/p>\n<p id=\"anchor-0043f3\" class=\"body-graf\">He said the company continues to offer EV products like the Chevrolet Equinox EV and the Cadillac LYRIQ. <\/p>\n<p id=\"anchor-5a6fa1\" class=\"body-graf\">&#8220;We will build them to demand,&#8221; Cain said.  <\/p>\n<p id=\"anchor-499509\" class=\"body-graf\">In addition, GM continues to invest in EV technology, including new battery cell chemistries, form factors and architectures to reduce costs, drive profitability and improve affordability, he said.<\/p>\n<p id=\"anchor-6b6607\" class=\"body-graf\">Even before Trump\u2019s \u201cOne Big Beautiful Bill\u201d ended the tax credit, signs of resistance to EVs among U.S. consumers had begun to show. A survey published in August 2024 by Edmunds automotive information group showed concerns about finding charging stations and charging times, availability and reliability as the top reasons consumers would not purchase EVs.<\/p>\n<p id=\"anchor-c93276\" class=\"body-graf\">\u201cThey said they don\u2019t want the hassle or don\u2019t feel like learning something new,\u201d said Jessica Caldwell, head of insights at Edmunds.  <\/p>\n<p id=\"anchor-29bac3\" class=\"body-graf\">In the second quarter of 2025, new EV sales <a href=\"https:\/\/www.coxautoinc.com\/insights-hub\/q2-2025-ev-sales\/\" target=\"_blank\">declined by 6.3% year on year<\/a>, according to Cox Automotive, which said the growth trajectory for EVs \u201chas been curbed.\u201d EV sales got a boost in the third quarter, but analysts said that was most likely the result of the looming expiration of the tax credit. <\/p>\n<p id=\"anchor-3675e4\" class=\"body-graf\">\u201cThe federal tax credit was a key catalyst for EV adoption, and its expiration marks a pivotal moment,\u201d Cox Automotive\u2019s director of industry insights, Stephanie Valdez Streaty, <a href=\"https:\/\/www.coxautoinc.com\/insights-hub\/after-the-credits-how-ev-adoption-advances-when-incentives-fade\/\" target=\"_blank\">said in a release<\/a>. \u201cThis shift will test whether the electric vehicle market is mature enough to thrive on its own fundamentals or still needs support to expand further.\u201d<\/p>\n<p id=\"anchor-0fcb42\" class=\"body-graf\">For a time, EVs seemed poised to take over the U.S. market. Following the lead of Barra of GM, Ford announced in 2018 that it planned to nearly triple its investments in electric and hybrid vehicles by 2022, with plans for 40 new such models. Barra also <a href=\"https:\/\/www.usatoday.com\/story\/opinion\/2018\/10\/26\/general-motors-zero-emission-vehicle-electric-cars-mary-barra-ceo-column\/1760801002\/\" target=\"_blank\">called for a National Zero Emission Vehicle program<\/a> to help electrify the entire U.S. auto fleet. <\/p>\n<p id=\"anchor-e4e139\" class=\"body-graf\">Meanwhile, sales at Tesla, which exclusively manufactures EVs, began to accelerate, turning the groundbreaking automaker into one of the most valuable companies in the world and giving it a dominant position in the electric market.    <\/p>\n<p id=\"anchor-6f37ef\" class=\"body-graf\">The EV push was supercharged during the Biden administration, which <a href=\"https:\/\/www.npr.org\/2024\/03\/20\/1239092833\/biden-epa-auto-emissions-evs\" target=\"_blank\">introduced tough new emissions standards designed to boost EV sales<\/a> alongside the EV purchasing tax credit. <\/p>\n<p id=\"anchor-fe5c04\" class=\"body-graf\">But last year, Barra <a href=\"https:\/\/www.nbcnews.com\/business\/autos\/gm-mary-barra-all-electric-ev-commitment-rcna155389\" target=\"_blank\">told NBC News<\/a> that GM\u2019s all-electric future would now play out \u201cover decades,\u201d though the company said it continued to target 2035 to fully electrify its fleet. In its latest filing, GM said the review of its future EV output is \u201congoing\u201d and signaled additional charges could be announced in future quarters. A GM spokesman did not respond to a request for comment. <\/p>\n<p id=\"anchor-3ecade\" class=\"body-graf\">Last month, The Wall Street Journal reported that <a href=\"https:\/\/www.wsj.com\/business\/autos\/general-motors-ev-mary-barra-8e5c1eb2?gaa_at=eafs&amp;gaa_n=AWEtsqd7wKQYfkbpRUZQ6MCmcbx--_0dGMMR-BXoXMoR6ILZMLnqs9qDM7s2gSREe-0%3D&amp;gaa_ts=68efaa71&amp;gaa_sig=B35HmY0nIkbuwHVpJwsLTvrkKZIjt6ibI-o6PN9KzM56OIu_0QszLtipV6uBIQrIEJn98ff3Lp_F21cxHk1NRA%3D%3D\" target=\"_blank\">GM had spent more to lobby the federal government<\/a> in 2025 to fight clean air and fuel economy rules than any company other than Facebook parent Meta. <\/p>\n<p id=\"anchor-2064c7\" class=\"body-graf\">\u201cWhat we\u2019re committed to is the customer,\u201d Barra said about the shift away from EVs at a Wall Street Journal event in May, the paper reported. \u201cThe customer was telling us they weren\u2019t ready.\u201d<\/p>\n<p id=\"anchor-c89754\" class=\"body-graf\">Ford CEO Jim Farley said this month that EV sales could fall by around 50% after the EV tax credits expire. A Ford spokesperson did not respond to a request for comment. <\/p>\n<p id=\"anchor-c4b41a\" class=\"body-graf\">The entire U.S. auto market also remains challenged by affordability issues. The average price of a new car <a href=\"https:\/\/www.kbb.com\/car-news\/new-record-average-new-car-prices-surpasses-50000\/\" target=\"_blank\">surpassed $50,000 for the first time last month<\/a>, Kelley Blue Book reported Tuesday. The average monthly auto payment in the United States is now $749 for new vehicles and $529 for used vehicles, according to the credit reporting agency Experian. U.S. households in general continue to struggle with stubborn inflation and an increasingly shaky jobs market, which has left the pace of overall monthly auto sales <a href=\"https:\/\/fred.stlouisfed.org\/series\/TOTALSA\" target=\"_blank\">below pre-pandemic levels<\/a>.    <\/p>\n<p id=\"anchor-2acbee\" class=\"body-graf\">EVs currently cost about $7,000 more, <a href=\"https:\/\/www.kbb.com\/car-advice\/how-much-electric-car-cost\/\" target=\"_blank\">according to Kelley Blue Book data<\/a>.<\/p>\n<p id=\"anchor-ffba35\" class=\"body-graf\">Anna Vanderspek, electric vehicle program director at the Green Energy Consumers Alliance, an environmental advocacy group, said she is hopeful that the global shift toward EVs will eventually rebound to U.S. automakers as they look to stay competitive and thus filter down to U.S. consumers. <\/p>\n<p id=\"anchor-94404a\" class=\"body-graf\">But she acknowledged the timetable for adoption has shifted.  <\/p>\n<p id=\"anchor-8009f7\" class=\"endmark body-graf\">\u201cThere\u2019s good reason to think that this transition will continue to happen,\u201d she said. \u201cBut now it will just happen more slowly.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>U.S. automakers are trimming their outlook for electric vehicles amid lingering consumer doubts, a pullback in federal support and a challenging economic landscape that is affecting all auto sales.
