{"id":3927,"date":"2025-10-16T13:53:14","date_gmt":"2025-10-16T13:53:14","guid":{"rendered":"https:\/\/marketsfortress.com\/index.php\/2025\/10\/16\/u-s-and-china-roll-out-tit-for-tat-port-fees-threatening-more-turmoil-at-sea\/"},"modified":"2025-10-16T13:53:14","modified_gmt":"2025-10-16T13:53:14","slug":"u-s-and-china-roll-out-tit-for-tat-port-fees-threatening-more-turmoil-at-sea","status":"publish","type":"post","link":"https:\/\/marketsfortress.com\/index.php\/2025\/10\/16\/u-s-and-china-roll-out-tit-for-tat-port-fees-threatening-more-turmoil-at-sea\/","title":{"rendered":"U.S. and China roll out tit-for-tat port fees, threatening more turmoil at sea"},"content":{"rendered":"<p id=\"anchor-102194\" class=\"body-graf\">The U.S. and <a href=\"https:\/\/www.nbcnews.com\/world\/asia\/china-detains-dozens-underground-church-pastors-crackdown-rcna237476\" target=\"_blank\">China<\/a> on Tuesday began charging additional port fees on ocean shipping firms that move everything from holiday toys to crude oil, making the high seas a key front in the trade war between the world\u2019s two largest economies.<\/p>\n<p id=\"anchor-ac175c\" class=\"body-graf\">A return to an all-out trade war appeared imminent last week, after China announced a major expansion of its <a href=\"https:\/\/www.nbcnews.com\/business\/business-news\/china-outlines-controls-exports-rare-earths-technology-rcna236712\" target=\"_blank\">rare earths export controls<\/a> and President <a href=\"https:\/\/www.nbcnews.com\/world\/south-america\/trump-threatens-pull-support-argentina-politics-move-leftward-rcna237704\" target=\"_blank\">Donald Trump<\/a> threatened to <a href=\"https:\/\/www.nbcnews.com\/business\/economy\/trump-threatens-china-new-tariffs-countermeasures-rcna236890\" target=\"_blank\">raise tariffs on Chinese goods<\/a> to triple digits.<\/p>\n<div id=\"taboolaReadMoreBelow\"><\/div>\n<p id=\"anchor-26cdca\" class=\"body-graf\">But after the weekend, both sides sought to reassure traders and investors, highlighting cooperation between their negotiating teams and the possibility that they could find a way forward.<\/p>\n<p id=\"anchor-f451f9\" class=\"body-graf\">China said it had started to collect the special charges on U.S.-owned, operated, built or flagged vessels but clarified that Chinese-built ships would be exempted from the levies.<\/p>\n<p id=\"anchor-936d87\" class=\"body-graf\">In details published by state-run broadcaster CCTV, China spelled out specific provisions on exemptions, which also include empty ships entering Chinese shipyards for repair.<\/p>\n<p id=\"anchor-553360\" class=\"body-graf\">Similar to the U.S. plan, the new China-imposed fees would be collected at the first port of entry on a single voyage or for the first five voyages within a year.<\/p>\n<p id=\"anchor-28b8a4\" class=\"body-graf\">\u201cThis tit-for-tat symmetry locks both economies into a spiral of maritime taxation that risks distorting global freight flows,\u201d Athens-based Xclusiv Shipbrokers said in a research note.<\/p>\n<p id=\"anchor-c602a6\" class=\"body-graf\">Early this year, the Trump administration announced plans to levy the fees on China-linked ships to loosen the country\u2019s grip on the global maritime industry and bolster U.S. shipbuilding.<\/p>\n<p id=\"anchor-3c2bc8\" class=\"body-graf\">An investigation during the former Biden administration concluded that China uses unfair policies and practices to dominate the global maritime, logistics and shipbuilding sectors, clearing the way for those penalties.<\/p>\n<p id=\"anchor-5cfc0e\" class=\"body-graf\">China hit back last week, saying it would impose its own port fees on U.S.-linked vessels starting the same day the U.S. fees took effect.<\/p>\n<p id=\"anchor-713d34\" class=\"body-graf\">\u201cWe are in the hectic stage of the disruption where everyone is quietly trying to improvise workarounds, with varying degrees of success,\u201d said independent dry bulk shipping analyst Ed Finley-Richardson. <\/p>\n<p id=\"anchor-adb5e0\" class=\"body-graf\">He said he had heard reports of U.S. shipowners with non-Chinese vessels trying to sell their cargos to other countries while en route so the vessels can divert. Reuters was not immediately able to confirm.<\/p>\n<p id=\"anchor-de876e\" class=\"body-graf\">Analysts expect China-owned container carrier COSCO to be most affected by the U.S. fees, shouldering nearly half of that segment\u2019s expected $3.2 billion cost from those fees in 2026.<\/p>\n<p id=\"anchor-6128a4\" class=\"body-graf\">Major container lines, including Maersk, Hapag-Lloyd and CMA CGM, slashed their exposure by switching China-linked ships out of their U.S. shipping lanes. Trade officials there reduced fees from initially proposed levels and exempted a broad swath of vessels after heavy pushback from the agriculture, energy and U.S. shipping industries.<\/p>\n<p id=\"anchor-6a91fd\" class=\"body-graf\">The Office of the U.S. Trade Representative did not immediately respond to a request for comment.<\/p>\n<p id=\"anchor-ecda23\" class=\"body-graf\">The Chinese commerce ministry on Tuesday said, \u201cIf the U.S. chooses confrontation, China will see it through to the end; if it chooses dialogue, China\u2019s door remains open.\u201d<\/p>\n<p id=\"anchor-9aa8af\" class=\"body-graf\">In a related move, Beijing also imposed sanctions on Tuesday against five U.S.-linked subsidiaries of South Korean shipbuilder Hanwha Ocean that it said had \u201cassisted and supported\u201d a U.S. investigation into Chinese trade practices.<\/p>\n<p id=\"anchor-2c9ef8\" class=\"body-graf\">Hanwha, one of the world\u2019s largest shipbuilders, owns Philly Shipyard in the U.S. and has won contracts to repair and overhaul U.S. Navy ships. Its entities will also build a U.S.-flagged LNG carrier.<\/p>\n<p id=\"anchor-765247\" class=\"body-graf\">Hanwha said it was aware of the announcement and that it was closely monitoring the potential business impact, and that it will continue to provide services to its customers, \u201cincluding through our investments in the U.S. maritime industry and via Hanwha Philly Shipyard.\u201d<\/p>\n<p id=\"anchor-65b203\" class=\"body-graf\">Hanwha Ocean\u2019s shares sank nearly 6%.<\/p>\n<p id=\"anchor-f6d903\" class=\"endmark body-graf\">China also launched an investigation into how the U.S. probe affected its shipping and shipbuilding industries.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The U.S. and China on Tuesday began charging additional port fees on ocean shipping firms that move everything from holiday toys to crude oil, making the high seas a key front in the trade war between the world\u2019s two largest economies.
